An inbound tour operator specializes in receiving and managing international visitors who arrive in Malaysia. This is distinct from an outbound tour operator, which sends Malaysian citizens abroad for holidays and travel packages. Inbound operators act as the host-side business, handling all logistics and arrangements once foreign tourists enter the country.

Inbound tour operators typically arrange itineraries that include accommodation bookings, domestic transport (flights, coaches, boats), guided tours to attractions, meals, and activity bookings. They may specialize in particular regions such as Peninsular Malaysia, Sabah, or Sarawak, or focus on specific interests like cultural heritage, nature, diving, or adventure tourism. In Malaysia, inbound tour operators are licensed under the Ministry of Arts, Culture, Tourism and Heritage or relevant state tourism bodies. The license category specifically covers businesses that receive and host foreign guests. This distinguishes them from outbound operators, which require different licensing and serve the opposite market direction.
